Mines and Minerals (Development and Regulation) Amendment Bill, 2025

  • Amends: Mines and Minerals (Development and Regulation) Act, 1957.
  • Lease Provisions:
    • Leaseholders can apply to add other minerals to an existing lease.
    • No extra payment for adding critical & strategic minerals (e.g., lithium, graphite, nickel, cobalt, gold, silver).
  • National Mineral Exploration Trust (NMET):
    • Earlier: funded exploration only.
    • Now: scope widened to include mine & mineral development.
  • Captive Mines:
    • Earlier: could sell up to 50% of production after end-use needs.
    • Now: no sale limit.
  • Lease Area Extension:
    • One-time extension allowed for deep-seated minerals (occurring >200m depth).
  • Mineral Exchanges:
    • Bill provides for establishment of registered electronic trading platforms.
    • Central govt. to frame rules on:
      • Registration, fees & charges.
      • Prevention of insider trading & manipulation.
      • Grievance redressal.
